The Flood is in it's last state from the Forerunner war, the Silentium Flood. They have infested everything in the galaxy, but suddenly the culture arrives with the goal to stop them. The Flood wins on account of having already won. They then blast off new infect other galaxies at speeds far greater than the Culture can match.

I think Silentium flood depends on if they can take their Precursor stuff with them. If so, they probably shred every solar system they can't assimilate with the Star Roads. For some reason, the forerunners never fired the rings, and everyone got overrun.

Silentium Flood is essentially the catch all moniker used to describe the Flood once they achieved such critical mass towards the end of the Forerunner-Flood war (due to having consumed trillions of bodies, millions of ships and countless ancilla therein) that they formed complex command nodes encompassing whole star systems referred to as Keyminds. "If the Emperor fails, then none will be able to stop the influx of the dark powers; ravenous and all-consuming Daemons will flood into the galaxy. Every living human will become a gateway for the destruction of Mankind.
